The New York City Law Department is accepting applications for an Assistant Corporation Counsel position working with the Executive Assistant Corporation Counsel for Government Policy.  Working closely under the guidance of the Executive Assistant Corporation Counsel for Government Policy, gives law and policy-based counsel to Executive Assistant. Assists in the development and presentation of legal policy, and in the provision of legal advice to the Corporation Counsel, the Mayor and other City officials. Participates in litigation involving sensitive and important issues. Assists in the training and evaluation of Assistant Corporation Counsels.

 

Minimum Qualifications: Applicants must be a graduate of an ABA accredited law school who is either admitted or will sit for the NYS Bar within one year from hiring. The ideal candidate will have exceptional organizational, managerial, and supervisory abilities; strong legal analytical skills, excellent interpersonal skills and judgment; superior writing ability; and a strong work ethic. Also, the ideal candidate will be a strong public speaker.  The selected candidate will be highly organized and have an understanding of how large-scale policy choices affect peoples experience with and support for government.  Applicants must have strong research and writing skills sufficient to research current law, policy and historical context, as well as current events in order to create persuasive presentations to be delivered to a variety of legal and non legal audiences.

 POSITION IN THE NYC LAW DEPARTMENT’S CONTRACTS AND REAL ESTATE DIVISION

 The Contracts and Real Estate Division of the New York City Law Department seeks applications from experienced attorneys to provide counseling to City agencies on the processes that govern City transactions, such as procurements and real estate transactions; to work on special projects, mainly as primary counsel on complex transactions; and to review City transactional documents. Recent projects have included helping the City develop the Health and Human Service Accelerator, a centralized, online repository of social service procurement documents; helping ensure that the Citys Hurricane Sandy-related housing recovery program complied with federal requirements; issuing an improved standard construction contract to City agencies to further protect the Citys interests in agreements with contractors; and negotiating an agreement to establish a major science center near Jamaica Bay to promote the understanding of the surrounding urban ecosystem.

Minimum Qualifications: Applicants must have substantial legal experience following graduation from an ABA accredited law school and must be admitted and in good standing in New York State. Ideal applicants should demonstrate substantial transactional experience, strong legal writing and analytical skills, strong interpersonal skills and excellent judgment. Experience with insurance issues is preferred but not required.

POSITION IN THE NYC LAW DEPARTMENT’S  TAX AND BANKRUPTCY DIVISION

The New York City Law Department is accepting applications from admitted attorneys with a minimum of five years of experience for the position of Assistant Corporation Counsel in the Tax and Bankruptcy Litigation Division. The Division represents the City in defending real property tax assessments, income and excise tax enforcement actions, eminent domain matters, and bankruptcy matters. In addition to litigation and transactional work, the Division counsels City agencies on tax, bankruptcy, and real estate matters.

Applicants must be admitted to the NYS bar with a minimum of five years of post-bar legal practice in litigation. The ideal candidate should have trial experience, organizational abilities, case management skills, strong legal analytical and writing skills, proficiency in excel, and the ability to work independently and take a proactive approach to his or her assigned caseload. POSITION IN THE NYC LAW DEPARTMENT –    EVIDENCE ACQUISITION SPECIALIST

The New York City Law Department is seeking an Evidence Acquisition Specialist in Litigation Support. The Department is one of the largest law offices in New York City and one of the largest public law offices in the country. The Department’s 730 lawyers handle more than 90,000 cases and transactions each year. The Department’s attorneys represent the City on a vast array of civil litigation and in the criminal prosecution of juveniles. The Department also counsels the Mayor, elected officials, the City and all its agencies

The Evidence Acquisition Specialist will:
• Become familiar with City agencies IT systems and management, in order to assist with the collection, cataloging, and review of electronic discovery. Will also assist with collection of paper discovery.
• Interact with litigating Assistant Corporation Counsels, paralegals, and other staff.
• Assist Assistant Corporation Counsels in drafting of e-discovery related affidavits and in the taking and defending of e-discovery related depositions.
• Provide general advice and counsel on matters concerning electronic discovery, computer data storage, telephony, and technology in general.
• Work closely with other Litigation Support staff to ensure proper tracking, handling and processing of collected data.

Minimum Qualifications:
• Applicants must have at least five years of litigation experience following graduation from an ABA accredited law school. NY Bar Admission is required.
• Good understanding of and experience with guiding litigation through all steps of the Electronic Discovery Reference Model leading to the exchange of electronic discovery.

Preferred Skills:
• Use of or familiarity with litigation support review, early case assessment, and predictive coding tools (e.g. Clearwell, iConect, Concordance, Relativity, Ringtail, Recommind, and Equivio).
• Good oral and written communication skills.
• E-discovery or litigation support oriented writing sample.
• Hands on experience and strong technical skills with the following applications: Adobe Acrobat; Microsoft Office (Outlook, Access, Excel, Word, and PowerPoint); document management systems (e.g. Autonomys Worksite).

POSITION AT THE OFFICE OF THE COUNSEL OF THE MAYOR
The Office of the Counsel of the Mayor is seeking two attorneys for its office.  The Assistant Corporation Counsel will work in the Office of the Counsel to the Mayor to manage the processing of requests under the Freedom of Information Law (FOIL), assure compliance with conflict of interest rules, assist with vetting of candidates for appointed positions and conduct research on a range of legal issues handled by the Office.  The Office of the Counsel to the Mayor provides legal advice to the Mayor and City Hall staff and manages legal and other policy initiatives on inequality at the direction of the Mayor, including universal broadband access, green jobs and Fire Department diversity.  Through work with others in the Office, City Hall staff and City agencies, the Assistant Corporation Counsel will further the administration’s commitment to effective government.

Responsibilities of the Assistant Corporation Counsel in this position include:

• Coordinating with City Hall staff concerning FOIL and document retention requests;
• Reviewing potentially responsive documents to FOIL requests, in some cases utilizing specialized document review software;
• Administering and further developing as necessary the Office’s system for tracking FOIL requests;
• Producing weekly updates on FOIL processing;
• In coordination with other staff, ensuring effective communication with FOIL requestors;
• Educating City Hall staff and staff at other agencies about the requirements of FOIL;
• Assuring compliance with Chapter 68 of the Charter and the rules of the Conflict of Interest Board;
• Vetting candidates for City appointments; and
• Conducting research on legal issues as they emerge.

Minimum Qualification Requirements
• Admission to the New York State Bar;
• At least one year of relevant, full time, satisfactory legal experience;
• Comfort working in a fast-paced environment and managing multiple projects and assignments simultaneously;
